Client:

Weirdlock Jones: Weirdlock Jones is a slim yet muscular man with a massive pompadour haircut. He always wears a dark blue kimono with circles and target patterns on it, as well as a blue, high-collared cape. Many consider Weirdlock as the greatest investigator in Hosenka. His investigative skills have placed many high profile criminals in Hosenka behind bars; criminals who managed to slip away every time due to lack of evidence. When Weirdlock Jones is on the case, no one will manage to walk away freely.

Summary: Nothing seems to add up. Even though the case is almost concluded and the guards have arrested most of the White Star and Black Dragons while rolling up their operations, something feels off. Weirdlock agrees with you. Therefore, he wants to meet you in private to share his last findings. In reality, Weirdlock realizes that you are getting too close to the truth. He plans to get rid of all loose ends including you. Weirdlock Jones didn't become the greatest detective in Hosenka because of his deductive skills. He became good because he was committing the murders and pinned them on high profile criminals. At some point, he realized that the criminals would always find a way to avoid a sentence. Therefore, he started to murder yakuza and pinning these murders on rival gangs to clean them all up. Weirdlock believes he is doing Hosenka a favor by keeping them safe with his methods.

Notes: Depending on your alignment, you may agree or disagree with Weirdlock's methods. Therefore, the quest can end in two different ways. Either defeat Weirdlock (Weirdlock Finale) after he confesses everything or annihilate the Black Dragons with Weirdlock and allow him to continue his operation (Ouroboros Finale).

Objective: Close the case.

When Weirdlock Jones is on the case, no one will manage to walk away freely. Weirdlock uses Cherry Blossom magic which allows him to teleport with certain limitations.

Enemy (Ouroboros Finale):

Yomu (Enraged): Yomu is a massive, round-figured man (evidently obese but claiming otherwise) with light skin and the underboss of the Black Dragons. His eyes are hidden by sunglasses. He reports directly to the boss of the gang. Yomu prides himself as being a lively entertainer amongst the gang, including performing his signature funky songs and dances to rally his subordinates. Being extremely dramatic, he tends to treat his position as his own personal show. While he might seem silly, he does not tolerate any disrespect. He vows to end whoever murdered his boss.

Enemies:

Black Dragon Goons (Enraged): Other prospects of the Black Dragons. They still haven't received their tattoo and are trying to make a name for themselves to get truly recognized and receive their mark. These prospects are eager to engage into battle. They use different weapons such as baseball bats, chains, knives, and broken bottles. While they might not be strong on their own, they are still a force to be reckoned with as a group.

Details:

Create a topic in Hosenka's Crimson Quarter.
Go to Weirdlock's office to meet him. On your way, you will see Yomu. Make sure he does not see you.
Meet Weirdlock at his office. He will be facing the wall of evidence as you enter the room. He won't turn around.
Confront Weirdlock about the evidence not adding up.
Weirdlock will nod in agreement while still facing the wall of evidence as you continue your deduction.
At some point, you will realize that the wall of evidence isn't a wall of evidence at all because it states that Yomu is dead even though you saw Yomu a while ago.
Tell Weirdlock that his wall isn't correct because you just saw Yomu.
Weirdlock will turn around and for the first time ever you will see the Ouroborous tattoo on his right pectoral muscle because he isn't wearing a garment under his kimono.
You will now find out that Weirdlock is the Ouroboros murderer. The symbol doodled on the note at the beginning was to tell the others that the murderer had a tattoo of this symbol.
Weirdlock will congratulate you on finding out his identity. It results in him confessing his plan to murder individuals from gangs and pin the murders on them both to get rid of them all.
After hearing his confession, either defeat Weirdlock or follow him to defeat Yomu and annihilate the Black Dragons entirely.
After defeating Weirdlock, the city guards will burst into his office and see his wall of plans. They will detain him and reward you.
Or, after defeating Yomu and a hundred Black Dragon prospects with Weirdlock's help, Weirdlock will reward you from the Black Dragon's war chest.
