The Lower District of Myras consists of a population ridden with impoverished conditions, their infrastructure is an immediate sign of this. Those who travel to this region will witness many unfixed fractures in the roads and deserted buildings. An extensive mining operation that took place many decades ago has caused this area to be very unstable. Occasional earthquakes that rip up the buildings and infrastructure of the Lower District are a result of this. The general populace of this district believe that socialism could be a solution to fixing many of the issues between the rich and the poor, a contrast which is heavily noticeable. The ground in this region remains infertile, which contributes to an increase of crime. A band of artisans currently holds the power in the Lower District, negotiating with them will be key to conquer this region. They believe a large part of the districts problems is due to large refugee camps, who were migrated to the district with the promise of job availability.

For the better part of a year, part of Myras had remained under the control of Penumbral Guard. Alas, Penumbral guard was no more, and understandably so, their influence went up in smoke practically overnight... Quite frankly, Alisa had waited a bit too long before having blue Pegasus seize the reins on the now abandoned parts of town, left to their own devices:

"I can only imagine what manner of people must have seized the reins in the meantime...", mused the sculptress, running her hand down her long, silky soft hair, looking left than right as her eyes slowly came to rest on the squalor of the poorest part of town, her brow twitching in visible annoyance at the notion that somebody could have allowed it to the get this run down.

Knowing she was heading to the poorest parts of the city, Alisa made sure not to dress up so as to not aggravate the residents, yet even there, her careful, stylishly chosen outfit provided a stark contrast from the rags worn by some of the citizens nearby:

"Doesn't look like they've done the area any favours...", mused the sculptress, thinking back to the information she had. Apparently the artisans were by far the most powerful group in the lower district, so whatever solution she could find would have to go through them in one way or the other. Thankfully, Alisa wouldn't have to do this alone.

“Uhhhhuhuhuhuh…!” The teeth of the temptress practically chattering as she felt that fresh bite of the night time air run through her body, Sofia Serena had to say that of all the times she had visited the lofty city of Myras this winter trip had thus far been her least favourite, and that was largely because the only thing she had felt today was that abrasive lowness of temperature.
“Jeeeez, no wonder they’re so unhappy, this cold is something else~?” Places that were like this likely to bring out her lowest levels of enjoyment simply because of how different they were from the land in which she had been brought up and loved, the usually bubbly brunette was used to the sound of the sea and the searing heat of the sun and right now had neither to lift her spirits up, and as such was perhaps not in her best mood because of it. However, there was one little silver lining to the cloud the green eyed girl was feeling, and she stood none to far from her.

“An island girl like me might need a little somesin’ somesin’ to warm her up, eh~?” Arriving in these snowy peaked crests in order to spend more time with the wonderful woman who she called her wife, even without the chill of December wrapping around her form she would have struggled with the urge to pounce on her beloved black belle, and with it she felt like she had no choice to do anything but that.
“Lucky for me then that I know where to get the hottest thing in all of Fiore, hmmmm~?” Lunging forward and wrapping her arms around the gorgeous gothic goddess she had married in order to feel the heat of her love against her, all she could do for the moment was cling to her coquettish companion and curl her lips into a smile as she nuzzled a soft cheek and hung off the white empress for both warmth, and the simple sense of satisfaction her touch offered as wel…

Indeed, Alisa had been waiting for someone... Sofia had never been one to keep her waiting after all, yet at the same time, the moment she heard that melodious voice, Alisa's head turned on reflex, beaming at the sight of her beautiful beloved, giggling at those witty words leaving her lips at every turn:

"Ufufu... You're already plenty warm if you ask me, my love~", teased the sculptress, flipping her hair stylishly behind her as she turned to face the woman of her life, resting a single hand on her hip as she flashed her that ever cool smile, delighing in that vivacious vision clad in cozy winter wear, throwing herself into her arms until Alisa could do nothing but gasp as she caught her.

And that touch was all it took. All of a sudden, the biting chill of these frigid winter months all but faded into nothing as she felt those full lips pressing up to her own until she could do nothing but sigh and suckle on that perfect pout as she held her close:

"Well, unluckily for them, we'll need to find some other way to warm their lives, Sofia... After all, such a previlege is exclusive for you, in case you haven't noticed~", cooed the sculptress, squeezing tightly around her waist, all but clinging to her, feeling her wife's wonderful warmth filling her inside and out as she felt that supple softness, squishing ever so softly into her own, that lingering scent of salt and sea breeze clinging to her lips as she smooched them ever so softly, lovingly, purring into the kiss, relishing those perpetual butterflies in her stomach as she held her lover close, lingering even as she peeled away from her vibrant visage, "Though between the two of us, I'm sure we can find something to help them out~"

“Oh noooo, I’m cold, so cold…” Pouting and batting her lashes as Alisa tried to point out how warm she seemed, Miss Serena shook her head and had to hide her smile as she tried to pretend like she was desperate for the heat only her beautiful black haired bride could give to her, and clung to the woman more tightly because of that.
“I need your help so bad, sempai~!” It a struggle really to suppress her snicker as she did so in truth and that task becoming no easier as she borrowed a perky piece of parlance from the people of Joya, after blurting out her teasing line loud enough that people in the streets around them might have probably turned around she lost all ability to keep her face straight and began to giggle to herself, before surrendering her perfect pout to the pillowy lips of her partner which seemed more than enough to infuse her with hotness for the time being. Well, nearly enough, of course. There was no such thing as too much of a smooch from this sable siren, was there?

“Mmmmmm, they’re gonna have to lump it aren’t they, my warmth is for my wonderful waifu alone~” Practically purring afterward as well and a dizzy look in the eye of the dallying delight as she let her green gaze wash over the face of her dazzling dark dish, Sofia was more than happy to agree with her magnificent mate when she noted this was a kind of fire that they would not readily give away to anyone else, and that in this regard the people of the lower quarter were outta luck, for certain.
“Heeheehee, yeah, I’m sure BP’s best girls can sort them out huh~?” Eager to add that despite this fact they weren’t beyond hope however, the mischievous mermaid remained upbeat as the two of them drew near to the slum district where the poorest of the mountain city lived and pulled her lovers hand into her own as they continued on, snuggling close with her blissfully as if they were strolling along a beach at dusk rather than a dilapidated street and honestly just loving the chance to work with this amazing amazon once more…

"Oh no, we can't have that now, can we~?", cooed the sculptress, squeezing tighter around the seductive siren's waist, all but purring at the silken softness of that fine form pressed tightly to her own, lovingly lavishing those luscious lips, working them between her own, her hands all but clawing at her beloved as her fingernails dug into her softness, gliding up her back and finally hooking behind her back as she pulled her into a hot, breathtaking kiss, "Mmmmn, Sofiaa~... Ufufu~... Even if my wonderful wife wasn't so greedy with that warmth... I could never quite give it to anybody else"

So irresistible... Alisa could never quite forget it, but every time she pressed her supple lips to her lover's, that keen reminder came with an all encompassing shiver shooting up her spine, drawing her to hold her tighter, nibbling that pouty bottom lip, until she finally peeled away, her cheeks reddened as her smoky breath formed visible puffs of mist under the wintery chill:

"I'm pretty sure we can, especially now that we're both here together...", giggled the sculptress, biting her lip, severing the shimmering string of saliva connecting the two star crossed lovers, sliding her hand down Sofia's arm, squeezing her hand gently, interlacing her fingers with her as she smiled and nodded to the street around the corner, "...There's nothing the two of us can't do now, is there~?"

As for who they could do it to, well... Alisa had a pretty good idea. The artisans guild were the closest thing to pass for authority around these parts... So whatever solution would have to go through them.

“Heeheehee, how can I not be greedy when you feel so warm and wonderful, hm~?” Grinning at the teasing of her tasty temptress and tilting her head to one side, Miss Serena couldn’t help but wink as she hinted that her hunger for Alisa was not entirely a flaw of her own creation, and licked her lips as she pointed out that her perfect pouted partner bore some of the responsibility for how things tended to turn out between them.
“I’m only human~?” After all no one in this land or any that she was likely to want to visit seeming like they could possibly have the strength to resist her resplendent raven on this day or any other, by her reckoning that meant that the fault was shared equally between them, and any disapproval playful or otherwise should be divided in a similarly meritorious fashion. It was only fair after all.

“Nothing worth the two of us doing, at least~?” Shaking her head as she agreed with the accomplishment with which their combination was capable and deciding that anything they couldn’t do wasn’t worth their time or effort, Sofia let her green gaze rest on the pretty picture that was her partner for more than a few seconds as she basked in the blissful beauty of her fellow femme, and it was with quite the forlorn sigh that the foreign fox realized that they would only have a few more moments of this simple serenity before seriousness and sobriety seized the moment.
“Looks like it’s nearly showtime huh~?” That always seeming like the thing that got between them honestly, though she knew her wonderful wife too well to suggest it, as the hall in which the fate of this humble district would be decided grew in front of her the whimsical witch couldn’t help but wonder if they might be better off throwing all these matters of alliance and conquest aside and simply setting out into the world on their own, to find their own little slice of the world and endless adventure to keep them happy until the very last of their days…

"Fufufu~... Indeed, after all, we can always seem to think of something more interesting to be doing, wouldn't you agree~?", giggled the sculptress, nuzzling her luscious lover, giving that pillowy pout one last playful little peck, squeezing tighter on her hand as she began walking towards where that town meeting would take place.

Alisa knew this wouldn't be as easy as all the other expansion attempts they had before. The lower district had been under Penumbral Guard's banner for more than a few months now, and since they were still struggling after all this, they'd likely feel a lot less cooperative when it came to accepting help from a different guild. Regardless, merely holding on to Sofia's hand filled her with warmth and reassurance, until she could face the town meeting with a smile on her face. Quite a fair number of people seemed to have gathered at the square, but more were yet coming in, giving room for a handful of speakers in the middle. Without hesitation, Alisa approached the leaders:

"...Now who the hell are you supposed to be...?!", the man all but barked at them, needing not even a second look to identify the two women as someone who obviously belonged anywhere but the Lower District. Even openly without flaunting their wealth, their general neatness stood in stark contrast to the remaining denizens

"I'm Alisa and this is Sofia, from the magic guild Blue Pegasus."

"Oh, another guild...?", yet another citizen spoke up, all but rolling his eyes in exhasperation. Unlike the first speaker who seemed to at least afford enough to keep himself well fed, this man looked visibly emanciated, "What did the last one ever do for us?!"

Quite the turnout, though women like us expect no less~ Easing her grasp from that of her wonderful wife as the two of them entered the building, while she would have loved to keeping clinging to the lovely ‘Lisa’ throughout the entirely of the meeting Miss Serena knew that their display of affection would likely prove quite the distraction in a scene like this, and with how tense things seemed from the outset she guessed that the people would do better focusing on their problems rather than their speculation about the stunning pair that had entered the building.
“Well, I’d like to say the entertainment, but sadly you’ll have to settle for that one in your dreams~” A little more playful in her greeting to the lead of the bunch than the wonderful woman next to her, the Valerican vixen couldn’t help but let loose a teasing line and a smirk as she offered a little of the Blue Pegasus flair from the get go, and flicked her hair out as she stepped into the room with her air of assurance renewed by the act.

“That’s a good question actually, looking around the place, not a lot of good that’s for sure~” It seeming however that not everybody here was happy to see the arrival of such terrific temptresses such as the two of them, one of the voices piped up in the crowd in a show of disapproval for the presence of a guild in the region given the sour experiences of their past, and for her part Sofia made little effort to defend the reputation of their forebearers really. After all, she never had been a fan of the Penumbral Guard, now had she?
“High time you got some new representation then, I’d say~? And luckily for you then that you’ve caught the attention of Fiore’s best guild, rather than a bunch of pompous paupers, hm~?” In her experience the bunch that came before in this area and tried to challenge her own proud Pegusi for control seemed to show a great sense of arrogance and a lust for power which seemed to defy their ‘light side’ inclination, and really the world wasn’t that worse off without them either, in her opinion, since there were far better options available to it if given the chance…

Even now, Alisa couldn't help but chuckle at those lighthearted words from the captivating coquette, marvelling at the stark contrast between the Guild Master's down to business demeanor and Sofia's more personable charm, able to get quite a few laughs even from this tense crowd. After all, there's a reason neither her nor Alisa held much regard for Penumbral Guard, even though they were both light guilds she'd never made an effort to ally with them, and didn't regret that decision in the slightest considering what one of its own members wound up doing to the guild:

"That sounds like more of the same considering what the previous guild had to offer. In the end, nothing around here really changed aside from who we paid or taxes to."

"Well, let me put it this way then... The Silver District pays taxes to Blue Pegasus. Where do you presume that amount of money could be put to use? Blue Pegasus doesn't need to buy any more power. We nurture it with our own two hands, just as your artisans. That leaves us with quite a bit of money that we'd more than pleased to invest in as many people as would have it."

"And we're supposed to believe you'd do that out of the kindness of your hearts?", scoffed the hungry man, no doubt one of the many refugees the lower district had recently been contending with

Alisa shook her head and stepped forth, guiding her wonderful wife beside her, letting the eyes of the entire crowd fall on her:

"Not just the kindness of our hearts... We believe Blue Pegasus can look out for your interests better than the nobles or any other Guild in the country for that matter, and at this point. What do you have to lose in giving us a chance?"

About what I’d expect… Hardly surprised when she heard that their predecessors in this prospect had been happier to collect on their reward than deliver on their responsibilities, Sofia couldn’t help but shake her head as the locals spoke of the mistreatment they had received and while it would have probably have derailed their discussion a little too much to get into a round of bashing their former neighbours in the south the sienna haired siren certainly was tempted by the prospect, that was for sure.
“Unlike our forebearers, so to speak, we think that having the right friends is equally important to having money, if not more so~?” Shaking her head and continuing off from where her lady love left her, the brunette bobbed away from her black belle for a couple of steps to draw the attention away from her for a second as she gave the definite implication that any relationship between their guild and the town would be a little more amicable than the standard transaction, since as her wonderful wife had pointed out they needed little coin from the common folk with the wealthy coffers of the so called upper class backing them.

“While we are not lacking for kindess, I think what everyone in the south needs is a return to order, and prestige?” That not meaning that the people here were without value to them however and what they lacked in money the men and women here already having a reputation for more than making up for in their ethic toward employment, neither of the princesses of Pegasus had arrived with the intent of fleecing the fellows from this bottom run of society, and instead their plan was more along the lines of uniting for the common good of the land around them.
“The harsh times we’ve all experienced lately has left both your town and many others in a sorry state, so we’d much rather have an alliance with those of skill and those willing to do hard work than the money in their pocket? The way we see it helping others is the new helping yourself~?” For too long it seeming like the most modest of people had been paying for the mistakes of their supposed betters, while she wasn’t exactly wishing to inspire a revolution the experiences that the emerald eyed enchantress had been through had taught her that most of the time it was the ranks of the unremarkable that made the biggest difference in the world, those so called little people taking care of the little things who made things better, when they just learned when and where to make the most of their talents, no matter how big or small they were…

Even now, Alisa couldn't help but smile... She knew her wife loathed this game of politics from the moment the court life had been forced on her at a young age... But she couldn't deny how, in her own way, she excelled at it, perhaps even more so than Alisa herself. Unlike the guild master, her personable wife touched the hearts of those who listened to her, until the sculptress could do nothing but watch, hand casually resting on the swell of her hip as the citizens chattered amongst themselves, and the disapproving scowls gave way to dismissive shrugs, which in turn gave way to subtle nods of modest approval. They didn't have their hopes up... But the fact they were willing to give Blue Pegasus a chance was enough for the sculptress, who merely flashed the spokesman a smile as he finally concluded:

"Very well, we will wait and see... But you have our word, Blue Pegasus. As we can see, we have far too many refugees, far too many wallowing in poverty. Even if the artisans did their best to employ as many as they could, too many would remain, even among those still fit for labour. If your coffers can help improve the lives of people around these parts... Than you will have our gratitude, and our loyalty."

With these words, Alisa could only step forward, meeting the spokesman halfway, shaking his hand and returning the smile:

"And we'll do everything we can to return that loyalty. You can expect a shipment of food sometime this week, and we'll see what we can do about the living conditions."

“Myras has become a bottleneck for too many who seek a better life in the southern lands, but now the wings of the pegasi will help those willing to soar to new communities, whilst strengthening yours as well~” Letting out her most solemn sigh as all parties seemed to reach a consensus on the way forward, while it seemed that their patrons were still a little suspicious about the guild making good on their words Miss Serena could well understand that, and tried to offer that sense of consideration as something that might help to build a better bridge between their parties from the get go.

“All we need is time and patience, and I’m sure ourselves and our fellows can help both your quarter and all the towns we have taken under those wings to flourish, you have my word on that~” Shaking her head and extending her hand to shake that of the people around her with a smile as she put those lessons in diplomacy and diction she had received back in the palace of Valerica to good use in this situation, the emerald eyed enchantress shared her earnest wish to enrich the lives of everyone in the room and the ‘neighbourhood’ of southern Fiore as a whole, and knew that cooperation was the path toward such a goal.
“Blue Pegasus always pays their debts, and they always make sure they take care of their friends as well~” Having learned all too well just how much stronger people could be together than they were apart from the marvel that was her marriage, she had more than enough faith that the union of the people down here could benefit all and the people like the ones around especially, which sounded like the perfect use of her kindness and consideration, and the lessons that love had taught her as well…
