While I'm waiting for my spells to be approved (apparently they have to make an announcement about upcoming changes) am I allowed to accept quests that don't require magic?

Obviously quests that involve fighting may end up requiring you to exert Magic and perhaps would be ones you'd have to avoid, but many of the quests currently available do not require any sort of Magic, so you would be free to take them.
