Upon looking into the matter more, it does not look as if you will receive jewel for this event. Jyu's last post in that event is as follows:

"Congratulations, the users that have a character already have been rewarded. The other users can still receive the bonus jewels if they manage to make a character before the 31st."

This is indicating October 31st. Your character was not even begun until November 15th. Sorry for the misunderstanding.
