So let's say you get a different magic. However you have spells trained from your previous one. Do the spells that you trained previously let you create new ones of the same rank for free or do you have to pay again? Would you have to train them again as well?

Do you keep the current stats you have when you buy a race that forces you to make a new character or do you have to redistribute them?

1. When you buy a new magic you lose all old spells. So yes you have to rebuy/retrain.

2. When you get a race yes you keep the current stats you lose your limited magic however. No you do not redistribute them everything stays the same minus magic/race.
